Stopping the VPN is not going to reverse the speed cut once it is set.

The speed cut is assigned to the MAC address of your modem probably.so it doesn't matter what you try to do "behind" the modem. When ISP's see you using a VPN (and yes they will know) they may cut your speed because they think you are using torrents or some other questionable stuff that you are trying to "hide".so they cut your speed. At least this is with "home user" focused ISPs. It used to be ISP "left people alone".but now they monitor your traffic and "mess with you". Maybe there's a problem with the Telstra-owned fibre network, but our speed issues didn't start at the same time. The only thing in common is we both used a VPN – he used Nord, I used Air. I know that Netflix has increased congestion recently, but it should improve during the small hours. So now we are both stuck with low speeds, even in the early hours of the morning. The laptop has never run the VPN software. I connected a laptop directly to the fibre modem, same speed. After turning it off, my speed is stuck at <10Mbps, typically less than 5.
He couldn't get any answers from his ISP.
I went up and tested my connection, and it was running at 30Mbps as always. Even connecting a laptop directly to the router got the same speed. He started using a VPN last week, and a few days ago, with the VPN turned off, his connection was running at <10Mbps instead of the usual 30-40. A friend of mine lives in the same building. I live in a building with FTTH to each apartment.
